To use SylkServer you need an operational SIP Proxy server.
A configuration guide and a Debian package with a working configuration for OpenSIPS SIP Proxy can be found here:

After installing the package you will have an operational SIP proxy with inter-domain routing capability out of the box, without having to configure anything in order to start it.
