Wokkel is a different project, they may choose to do it that way, and that doesn't mean everyone needs to do it like that.

If you are working on 2.2.1 you can get yourself a tar file and host it along with your code, for example. Moreover, the API for defining applications was changed in 2.3, so I encourage you to update your code (it's not a big change) because it's not backwards compatible.
I'm sorry is this not exactly how you like it, but we have been doing this for all of our projects for years and it has worked just fine so I see no compelling reason to change that right now.
