Because they could potentially confuse people. The software is evolving and we are currently supporting the last release we made since there are many changes across releases. Also we are not keeping old Debian packages around either, when a new one is pushed the old one is automatically overridden, so we apply the same principle to the tarball releases.

There will never be another 2.2.X release since we jumped to 2.3.X, so we only keep the last version there. Those who want an older release can still get it through darcs. Actually, why do you want 2.2.1?
