Basically the user is answering phone calls and providing information that is dependent on the phone numbers involved.  Today, when the user receives a call they have to enter the calling number and the called number into a web form.  That then provides the information they provide back to the caller.  Because that is a very error prone process we want to be able to have the user push a browser button and it retrieve those numbers from blink and then provide the information to the user.  There is no need for outbound calling.
