[Blink] Mac 10.9 and Blink Lite: never get asked to allow Contacts

I have a new machine with a fresh 10.9.3 on it.  I installed Blink Lite
from the app store, I started it up and entered my SIP info.  I was
never asked to allow access to Contacts and when I go to Security &
Privacy, Privacy, Contacts, I see nothing.

Anyone know how to fix this and make Blink request access to
contacts??  This is really frustrating me.
