We use PJSIP's jitter buffer, you can find all details about it here: http://www.pjsip.org/pjmedia/docs/html/group__PJMED__JBUF.htm

IIRC it's set to operate in adaptive mode. There are no settings for chaining anything related to the jitter buffer from within Blink.
