[Blink] prefix numbers (windows client)

Well thanks for the info!  I am embarrassed now because I checked how my
other account works and compared to the account I am trying to get working
and they work the same way.  I did some more looking and found out that my
sip account balance was erased do to lack of use!!!  So yes everything was
working right with Blink, it was user error that was the problem <ahem ME>.
