[Sipchatserver] How to set the config not to use TLS certification?

On a second check, even if SIP signaling uses UDP only and you would  
not need TLS certificates for it, MSRP does use TLS transport (is  
mandatory) so disabling TLS or its certificates is not really a valid  
option because MSRP media would not work.
