[SIP Beyond VoIP] SylkServer 3PCC - INVITE without SDP

Does SylkServer support 3PCC Flow I as described in
https://datatracker.ietf.org/doc/html/rfc3725#section-4.1 . I'm looking for
a way to force SylkServer to generate SDP offer so that I can use it to
dial-out to conference participants. I've tried sending INVITE with no body
but got "Not Acceptable here" error response in return.
