[SIP Beyond VoIP] Music on Hold not initially played for first caller

Right.  Yeah I never see the "[conference] Started playing music on hold"
log for the first call but it does eventually start playing if someone
leaves the call and a single user is still on.  I'll check the versions of
all the dependencies.
