saul,

i checked and indeed you had fixed refer-to uri parsing in trunk
version.  i'll wait for new point release.

what comes to adding missing sip: in front of uri userpart, in my
opinion better place for that would be the user agent, i.e., in this
case sip-session, blink, etc., so that the server could be simpler and
simply act according to standards.
