[Blink] sipsimple-build fails on fedora 42

I'm using mock to build the package but it's failing during the build
with the error below. I've attached the spec file and the full build
log.  It seems a file isn't being found but I'm unsure what should
provide it. It's attempting to build PJSIP at that part I believe. Can
you help explain what the issue may be?
