[Blink] Service Unavailable (503) - What is causing this Error.

Hello, what does “Service Unavailable (503)” mean.  I get this every time I attempt to call a specific person, as well one other too. Other numbers work fine, its just those two which I found immediately “Blink Pro” notifies me that “Service Unavailable (503)”.

Is there a way to fix this so I can call these persons?
