[Blink] Mac 10.9 and Blink Lite: never get asked to allow Contacts

It turned out to be the fact that I was logging in using a network
account.  I made a local account and it worked fine.  I've found other
stuff that doesn't work with a network account, so I'm going to stop
going against the grain and just use a local one.
