That checkbox only applies to outgoing sessions.

Here is what's happening: you are getting an incoming session with MSRP, so Blink will always try to use a relay unless it finds a=setup:actpass on the SDP, which is the case. Since you didn't specify a relay Blink will do a DNS SRV lookup for _msrps._tcp.yourdomain.com (it may fallback to the A record if it finds nothing in the SRV), and use the result, in case there was a result. Apparently Blink did find a result, and tried to connect to it, without success. Hence the call failure.
