[Blink] Opus Codec

Telecom is a short-hand reference to the telecommunications industry ("telephone
communications"). Most telephone-related technology providers consider G.722
codec as wideband. Compared with some communications-grade codecs, it is.
Compared with wideband codecs, like SILK and Opus, it is not.

The reference to telecom is to suggest that 96K for an Opus codec is considered
wideband in telephone-related technology, for which SIP/Blink is often used, but
for true wideband communications, 96K is the minimum.
