[Blink] Blink iLBC 30ms support

Hello,

When I enable iLBC in Blink, I see the following in the SDP:

a=rtpmap:104 iLBC/8000
a=fmtp:104 mode=20

This is 20ms frames, correct?  Is there a way to configure 30ms / mode 30
in place of 20?
