[Blink] Not connecting

Hi,

I've been trying to call another party using Blink on both ends.  There
is apparently something wrong with one network because when the other
person tries to call me, he gets a timeout and when I try to call it
says that he is not online -- even though he is.

Is there anything I should be looking at to collect data for this error
or what I should change to make a connection?
