[Blink] bonjour neighbor bug with 'ü' character in name

Hello Blink devs,

We think we've spotted a bug with either the recognition or display of
Bonjour Neighbors with a 'ü' in their name. Here's what we observed:

Three macs, all running Blink 0.19.1. Of the three "neighbors" two can
recognize each other. The third neighbor is not recognized when his
name is "über". Once he changes his bonjour name to "ueber" he is
instantly recognized by the other two neighbors. He can, however, see
the other two neighbors regardless of his name.

Now for the funny part. When we cannot see über, he can see both of
the other peers and also call them. When I receive a call from him, it
rings on my side giving an audio cue of the call but no visual cues
(drawer remains closed, cannot answer call, does not appear in list).

There seems to be a state disconnect between internally recognized
neighbors and graphically indicated neighbors. The Blink logs simply
state:

Bonjour Browser shows the neighbor regardless of name.

Trivial encoding bug?
