If you mean controlling it from the command line, that's correct

SIP SIMPLE is just an SDK to build SIP clients with, it's not a SIP client, so no it doesn't have command line dialing. Maybe what you're looking for is sipclients, which are a set of command line SIP clients written on top of SIP SIMPLE.
