[SIP Beyond VoIP] adding first conference participant by refer

when i try to add by refer a new participant to conference that does not
currently exist, i.e., that does not have any participants yet, this
gets printed to syslog:

Nov 17 03:27:10 sip sylk-server[4247]: [conference] sip:jh at test.fi added sip:test at test.fi to sip:+35892345671*3655*8681 at cf.test.fi

but in spite of it, sylkserver does not send out an invite to the new (=
first) participant.

is it a bug that no invite is sent although the above syslog entry lets
me understand that adding of new participant is done also in the case
where conference currently does not have any participants?

anyway, it would be nice to be able to create a new conference by refer.
