[Blink] Blink 0.8.2 doesn't start up on Windows 8.1 64-bit

Quick follow-up: I managed to reproduce it with a 32bit Windows 7. It seems like a problem with an update to the building toolchain, I reverted back to the old version and is working fine now.

The next release shouldn't have this problem.
