Hi MWD,

First of all G.722 covers only 7 KHz of the audio spectrum. So a 16 KHz sampling rate covers entirely the capabilities of this codec. If you increase the sampling rate you will not notice any quality improvement using G.722 .If you want better quality you need to use Opus codec which covers all audio spectrum. 

Why the setting does not hold for you between restarts is not clear as as far as I know it can be changed. We will check this.
