Sure, Blink uses only TCP or TLS transports for signaling, Presence Agent
must use TCP/TLS.
Always Use My Proxy checked on,
Primary Proxy set to proxy.sipthor.net:5060;transport=tcp
and Alternate Proxy set to proxy.sipthor.net:5061;transport=tls
